The errors at the bottom are occuringing in the the Application event
log every 10 seconds. Anyone have any ideas? Microsoft Project Server
2003 SP2a. As well, we are unable to create the OLAP cube, which is a
seperate issue. Thanks.

Windows 2003 SP1 Standard
SQL Server 2000 SP4

This was suggested on another forum, but did not work for me:

Re: Unable to get a successful sync with Active Directory

I recieved the same error MSSOAP errors in my event log and it turned
out
that the IE Enhanced Security Configuration was blocking the WSDL file
from
accessing http://tempuri.org/wsdl/ and http://schemas.xmlsoap.org which
are
sites that pdsbiz.wsdl and pds.wsdl reference. These files are located
in
systedrive\program files\microsoft office project server 2003\iis
virtual
root\
