Application_NewMail not firing

I am using the application_newmail to copy new messages into an access
database. This used to work perfectly, but then I replaced the pc and
copied the vb onto a new pc. For some reason it will not work when I
first open outlook. If I run the vb manually it then works perfectly
until I switch off the pc. Does anyone have any idea why this might
be?
