Applied Requests and Errors page - PWA

Hi all!
I just found out that using the Applied Requests and Errors page (under Task
Updates\Go To) to publish updates does NOT put the updates in DA views. So I
have the following 2 questions:

1) Is there a permission to disable publishing from this page?

2) Can you create a view to show both types of pending updates -- TMs have
submitted task updates and PMs haven't accepted them yet, or PMs have
accepted updates but haven't published the related plans to make the updates
appear in reports such as DA views.
