apply shared border error

I made some change on left border, then I try to apply new
border to all pages in the web. I got error as below,

"An error occurred accessing your FrontPage web file.
Authors - if authering against a web server, please
contact webmaster for this server's site. Webmaster,
please see the server's system log for more details."

Use browser to go through the web, some pages are updated.
But some pages still use old border. Why?
