Apply Title Design to Slide Layout

I am using Ppt2002. I have both a Title Master and a Slide Master in my
design template. I apply this template to the entire presentation. There
are a few slides that use a "non-title" layout ( i.e. ppLayoutTwoColumnText
), but I want to apply the Title Design.

Is there a way to specifiy the "master" design to use if it is different
from the layout design type?

No. However, you can create another Slide Master using whatever components that
were used in the Title Master. PowerPoint 2002 supports multiple masters.
