Appointments span two days after sync to PDA or using ical

After creating an all day event, when synchronising to my PDA or inviting
attendees using iCal there are times when the event spans 2 days instead of
one.

Using outlook 2003 and latest windows mobile.

Can this be corrected?

Make sure the time zones agree on both devices in Outlook & the operating
