Approving or Rejectin Proposals

Hi, i am reviewing how to create proposal.
I create a proposal, i save and publish the proposal, the state is
propossed, but i don't find where to approve or reject this proposal.
The user i am using is in the "proposal reviewing" group.
In theory i should have a task to approve or reject the proposal right?

If you are a member of the Proposal Reviewers group, and your organization
does not use Microsoft Office SharePoint Server (MOSS), then you have to
open the Proposal for editing and manually set the State value to Approved.

Dale. i'm using Moss, i can't edit the state field.
In the server settings i have configured this:

Is the state field governed by an external workflow? Yes

The strange thing is in the "Proposal Workflow Tasks" i have 0 items....
I should have a item on that list??
