Approving time for other managers

Hi,
I am the admin of MS Project server in my company with admin access
rights. We use managed time periods , I lock the periods weekly after
which people cannot enter time. But this does not prevent managers
from approving time. Is it possible to lock periods so that managers
cannot approve time for that period. Also, as an admin Is there a way
I can accept time on behalf of all delinquent managers without taking
over there projects as managers.

Without doing this our accounting reports differ a lot as actuals
protected differ for a period if a manager approves time after we have
submitted time to accounting.

Any help will be appreciated.

You cannot prevent PM's from approving time in past closed reporting
periods. Therefore, I think you need to address this as a training and
performance issue. It sounds like your PM's are not updating progress in a
timely manner, and that is the source of your problem. Hope this helps.
