Archiving - Didn't archive everything

I performed an archive of my emails for 12 months and older. I am noticing
that some old items are still contained in my folders. Why does this happen
and is there another setting that needs to be changed?

Archiving uses the last modified date. If you add that field to the view,
you'll see the unarchived messages were modified more recently.

This doesn't seem to be my problem - some of these emails are 4 years old
and haven't been modified. Any suggesstions?
