Archiving Outlook2002 creates empty pst files

Hi
I am using Outlook 2003 with Exchange 2003. Everytime I want to archive my
inbox it creates a pst with all the sub-folders but it does not contain any
mail items.

I do the following
Click on File
Archive -> selecting 'mailbox - <user name>' ->
Archive this folder and all subfolders->
Choose date to archive before->
Check including items with do not autoarchive->
choose the location and name of the archive file,
And clicking Ok
It generates an archive structure, but no items are actually archived. This
is happening to all users on the network with outlook 2002. However it seems
to be fine with Outlook 2003.

Cannot find any help anywhere. Any help/suggestions welcome.

This date is compared with the items' modified date, not their received
date. You normally don't see the modified date.
It generates an archive structure, but no items are actually
archived.

I suspect your expecting things to archive based on the received date you
see on the message. Archive doesn't work that way.
