Archiving to Net Drive/Msgs Not Moved

In trying to set up an archive on a network drive,
the .PST gets created, but no messages are moved. I can
see the archive listing in Outlook, but it is empty. I
also tried mapping the drive, but got the same result. I
am going across domains in the same forest and thought
that might be the issue, however, I would have thought
the .PST would not be created if that was the problem.

Any ideas on what might be happening? I need to set up a
competent archiving method as the exchange store is close
to its max.
