Are 'attachments' the then current or latest version of file?

I have created a series of 'drafts' to which I have attached files. When I
want to send a letter, I copy the draft and send the copy, thereby
maintaining the 'original' for reuse, and avoiding the tedious process of
reattaching the files.

My question deals with the attachments. Are they 'static' attachments that
reflect the state of the file when it was added as an attachment (perhaps 3
weeks ago) or is it dynamic, reflecting the current state of the file at the
time it is actually mailed?

they are static.

why not make a template - save it to the hard drive them drop it in a folder
in outlook so its easier to find. Double click to use... the attachment
will still be static though.
