When a sender's emails are blocked are they informed of block?

Whom would you notify of a block? The spammer? I had a 'yahoo.com' account
forged by some stupid spammer in the summer of 2002, and suffered thousands
of bounces for it; from recipients sending the DFNs back to the forged email
address. For email I never sent. Including four phony MailWasher bounces,
which were especially irksome.
