Hi John,
MS Word does understand pages, as a display and print target, but Word
isn't [physical] page layout/design based software, it's text
reflow based. That is the document is one continuous information stream
that is for different display medium 'arranged' to fit the
target. For example, if you're in Print Layout view, the presentation to
you is based in 'how this would print' based on what
you've told Word is your selected printed page layout (margins, page size,
etc) for your selected printer. If you switch to Web
layout view, the same information becomes a single, and sometimes very
long, page and some of the Word features intended for printed
matter, such as some of the graphics positioning features, are switched
off.
You may want to use the link below to also post in the Word Page Layout
discussion group on this and describe the issues you're
having with cutting and pasting to move document content around. It could
be a styles or setting related issue.

is;
it shows page numbers, and has commands like 'blank page', 'page break',
