I am trying to write a formula, but needs to be in array.
I am pressing CTRL+SHIST+ENTER and nothing is happening.

Any suggestion?

try ctrl+shiFt+enter.
Seriously, you do this while in the EDIT mode. If that doesn't fix it, post
your formula.

You could be in Enter or Point mode, too. Just not in Ready mode.
