Arrow attributes change when pasted into another program

Dear Sir,

If I draw an arrow having a line width less than 0.75 and copy/paste it into
another program, the line width will change to the value of 0.75. This
feature is in Word 2003 and Word 2002. For word 2002 there is (was) a patch
to correct this error, but I cannot find it anymore. Bob Buckland gave the
address of this patch for someone else just before Christmas.

My questions are: What is the address of the patch for Word 2002? Are there
any plans to provide the same correction for Word 2003?
