Artifact for presenting project proposal (cost, etc.) to customer as"vendor"

Anyone have a template they could recommend for submitting project
proposals to internal customers as if my department was a vendor?
Other than the Project Charter.

Same as an external vendor. Take one of their proposal templates and delete
the logos.

Failing that, I would check ITIL guidance to see if there's a template
proposal in the back of one of those books.
