Asking for disk 2

I have Office 2000 running in a lab with restricted users rights. When
a restricted user tries to create a graph, he/she is prompted for
Office disk 2. I want to know if there is a workaround to give
permissions to all users to create graphs without having to deal with
each user on a case by case basis. The OS is XP pro and office updates
do not solve the issue.
