asking for location information

outlook 2007
asking for location information in a popup window "before can make phone
call or use modem"
This is a wireless laptop connection.
This appeared when we were trying to change contact information in address
book
Attempted to access phone and modem information in control panel and could
not open the file.
Please help me get rid of this

The Address Book interface is never the place to manipulate contacts. Use
the Contacts folder.

The dialer service is disabled. the location request drop down list is
blank. I rebooted the system and everything is working fine.
