Assign projects to another PM - only 1/3 worked

Using the reference found at project server experts.com, I followed all the steps on assigning projects to a new PM. The funny thing is 1/3 of the task updates routed correctly to the new PM, the other 2/3 were routed to me. Does anyone know why some tasks routed correctly and some don't? This is driving me nuts so any help you can give would be greatly appreciated!

The new project manager must open and republish the assignments in the
project, using Collaborate - Publish - Republish Assignments, and then
checking the "Become the manager for these assignments" option. You cannot
do this for them. Are you certain the new project managers did this for
every project?

The PM was the one who republished the assignments. I will make sure that 'Entire Project' is checked, I know its the default. Does it matter if the other two settings are checked "Notify all affected resources via email" and Overwrite Actual Work Entered by resources"? I didn't think these other settings were related. Thanks for your help.

Republishing the assignments as I have indicated should resolve the problem.
The other checkboxes do not need to be selected. Hope this helps.
