What does assigning a resource to a summary task mean?

Any thoughts on this would be greatly appreciated.

Shiva,

Some people use assignments on summary tasks for example to manage the
workload of a supervisor who is responsible for the work package under this
summary. If there are several tasks running in parallel, they don't care to
know is the supervisor is looking at a specific task.
This feature has several drawbacks, and it's considered a best practice not
to use it.
