Assigning Other Resources to To Do Lists

We want users to be able to create their own To Do Lists but not publish them
or assign tasks to others. I have a user assigned to the Team Members Group
with the My Tasks category. Both the Assign To Do List Tasks and the Publish
To Do Lists To All Users are set to 'disallow'.

This set up seems to have taken away the ability to publish the To Do List
to anyone however, this user can still create a To List and assign tasks to
individuals. These tasks do show up for the individual in PWA.

Anyone have any idea what I need to do to get this to work?

Never mind.....In the situation I described, the radio button that indicates
who should be allowed to view the To Do List still has the "All resources who
are assigned tasks from the To Do List" active. However, the only resource
available is the user who is signed in. Not entirely consistent with some
other behavior but it does work.
