Assigning Resources To Tasks RBS GROUP defined from AD DL Groups

I am working company that is Windows 2003 Server (AD) and Exchange 2003. They
want to use Distribution Groups (EMAIL) as a GLOBAL Resource (RBS), i.e.
ACME.CE, ACME.PM (CE = CENTERAL ENGINEERING) (PM = Project Managers).

They want to have certain AD Accounts in the groups. The Accounts are
assigned to the Team Member group in Project Server (PWA).

They want to assign these Distribution Groups as a resource to a project
task, and then after publishing the project have the team member open outlook
find the notification, click on the link/url and open the project task.

Is this possible?

I have a consultant who swears he has done it.

I don't see how.
