Assigning resources to tasks

Is there a way in Project Server (I'm using 2003) to assign a static block
of resources to all the tasks in a project without having to assign the
resources one-by-one to each task? In my department, any one of several
resources can work on any project task at any given time. When and if a
group resource works on a task is based more on their availability rather
than their skill level.

Under our current system, I assign a group of resources to a project. When
a resource opens their timesheet, they have a project browser that shows
them all of the tasks in a project, and they can then drag-and-drop only the
tasks they want on to their timesheets. This saves them from having to
continually come up to me to assign them to a task so they can record their
time to it. With over 50 people and 5 groups, this would be almost a full
time job each week. It also keeps their timesheets from being cluttered
with tasks they may not work that week.

Any help would be appreciated.

The way I schedule Pooled resources is go to the Resource
Sheet and for that resource, put in an Availability value
greater than 1. If you have "Percentage" as your default,
it would be in a Percent. For instance, 300% is 3
resources. You can change the units from "Percentage" to
Units, so it would appear as 3. When the tasks are
assigned, square brackets show the number of resources
estimated for the task..
