Because Issues and Risks are related to a specific project, the only people
who will appear on pick lists on either page are people who meet the
following criteria:
1. They are assigned to tasks in the project that actually have been
published (Collaborate - Publish - All Information)
2. Their method of authentication is Windows User Account
If your people have met both of these criteria in each project, and you
still don't see anybody, let us know. Hope this helps.
