Attach file without it being inserted into body of mail

Stop using RTF (Rich-Text Format). Instead use plain-text or HTML
format when composing your e-mails.

With Outlook 2007 when I attach an html file, file is always embedded in
message body. In Outlook 2003 this didn’t happen, and appears attachment line
at the top. What can I do to have this same behavior in Outlook2007 (not
embedded in body message)?

That's because you have your default message type set to Rich Text, not
HTML. RIch Text format will show the attachment's icon in the body of the
message. Plain Text and HTML will show the attachment on its own
"Attachments" line.
