Attaching arrows, lines etc to objects

Is there a way to link a OneNote drawing object e.g. an arrow, line
etc. so that it remains fixed to a particular position on another
object? In other words if I have a screenshot that I want to point to
a particular section of using an arrow, can I make that fixed so that
if I move the screenshot the arrow continues to point to the same
place on it.
