For what I know, you can simply create a hyperlink pointing to the PDF file
and make sure the directory is not password-protected (if you wish to make
it available to all people) and that's it.

You could add instructions (for user friendly purpose) for people to use
right click of the mouse and select "Save as" to save the file to their
local folder, and/or they can simply click the link if they have Adobe
Reader installed on the system. However, you could remind them that the
first method is preferred since it's faster, especially your file size is
large. Also, you can provide a link to Adobe's site for user to download
the latest reader if they don't have one. Finally, you could use the little
Adobe Reader's image (free and available from its site) to place on the side
of all your documents telling people they are in PDF format.

But basically, all you have to do is to come up a hyperlink to the location
of your file, and the rest are for the purpose of user friendly.

Hope this helps.
