Attachment becomes text in the email content

I'm using Outlook 97 on Windows 98. When I receive an email with an
attachment this morning, the attachment becomes text in the email content.
Even if i send an email to others with an attachment, the receiver can only
see the text in the email instead of the attached file. The others can
receive the attached files from others normally but except me.

Can anyone help? I could hardly find solutions outside.
