Outlook doesn't limit the size of the message (attachment). The limitation
is goverened by the mail server.

Nope, not an Outlook message. That is an error status returned by your
e-mail provider's mail server. You cannot send e-mails larger than they
allow, and yours is too big. You will have to check with your e-mail
regarding what are their anti-spam and anti-abuse quotas, like maximum
message size.
