attachment is missing

Hi,
I'm an adminstrator of Microsoft Exchange 2003 server.
Some users (configured in our Exchange server) tried to send an attachment
file
(32 kb) to 70 users, 5 to 6 recipients received this email without the
attachment file. Those recipients have different addresses (hotmail, yahoo,
gmail ....)
The recipients receive the email without the attachment and without
notification that there is no attachment.

But this user can send this email with the attachment file to those
recipients one by one and the email reaches the recipient with the attachment
file.
Is this problem related to the user settings in the Active Directory or
Exchange? where can I look for this issue?

My guess is that the user used Rich Text Format. Change it to HTML or Plain
Text format and try again.
