Attachments disappear in Outlook 2003 under Vista display as inline encoded

Students using our Blackboard system send emails to profs with
attachments. A prof using Outlook 2003 under Vista would see the
subject line in the Inbox with a paper clip indicating an attachment.
As soon as they read or preview the message (o do anything that causes
the message to download) the paper clip disappears and the attachment
instead displays inline as mime encoded text. Pretty useless.

Tried the duplicate the problem on Windows XP and Outlook 2003 worked
just fine.

Built and patched a fresh Vista system, installed a clean copy of
Outlook 2003, same problem. Patched Office 2003 completely, same
problem.

A workaround I found was to configure Windows Mail in Vista (formerly
Outlook Express?) and view the offending messages in Windows Mail and
save the attachment from there.

Also found that upgrading that machine to Outlook 2007 fixed the
problem, though since we are in an IMAP environment, you had to delete
the IMAP account and add it back in to get Outlook 2007 to re-cache
things so that old messages you had looked at with Outlook 2003 would
display properly with the attachment visible instead of inline (once
downloaded you were stuck that way).

If anyone has a better solution I am open to suggestions!
