Attachments in body not header

I have an Outlook 2000 user who's attachments are
appearing in the body of the mail message versus in the
header. He would like them to appear in the header under
the Subject line. I thought this was related to the
message format (i.e. HTML versus plain text) on the
tools/options/mail format "compose messages as:",
however, it does not seem to make a difference. Can
anyone help me understand how to get the attachments to
appear in the header area?
