attachments in outlook

Outlook send emails and receives them. However, if an
outgoing email has any type of attachment, it will not
send. I have changed reconfigured) all email accounts,
changed ISPs (3)done system restore in XP pro (NTFS)and it
still won't send ANY email with attachment.
Any Ideas?

Hi - what version of Outlook, and what error messages do you get?

I get no error message. I am using office XP 2002.
As the message (with attachments) sits in outbox, the
page/envelope on left side is "open". When send is clicked
on, the page/envelope should close and then when
send/receive is clicked on, the message should be sent.
However, the page/envelope never closes unless I have
changed ISP's then it closes only a very brief period and
reopens. I have queried each of the ISP's about setup of
mail and all are per their directions. I use a cable
highspeed modem and did have a D-link router but it is
removed. I have Symantec firewall but either on or off the
results are the same. All emails work correctly, EXCEPT
those with attachments. (In this case the attachment is a
digital photo of a safe.)
