When I receive an attachment in Outlook 2002, no matter what format it is in,
I receive it not in the body of the mail but as part of the From / Subject
section.
Can I set an option to always receive it in the body?

No, the e-mail must be originated with the document embedded in it. The most
common format this approach is HTML. If you're receiving e-mail that's in plain
text, there's no way to embed a viewable document in it.
