is it possible to create a link that will prompt/allow a
user to download an audio file (.wav file) from my webpage?

You would have to place a note near the link telling users to right click
and save or you have to zip it.

Sound like your host doesn't allow you to up load sound files, you need to
check with them or you have to zip it.
