Audio Won't Replay On Second Page Visit

I have a PPT presentation that is navigated entirely by hyper-links, with a
small audio file on each page. It works fine on the first visit to a page,
but when the user returns the file will not play again.

Is there some sort of "rewind" solution for this?

PowerPoint always returns to the end of the slide. You can force it to enter at
the beginning by linking to the slide just before it. Make that a new blank
slide with transition timing of 0 seconds and it won't be noticeable.

You can also click on the speaker icon to restart the sound.
I think this is the default, but you can also mess around with the
settings in custom animation.
Also in custom annimation (2002 and later) you can use triggers to
attach specific "sound actions" to specific objects. e.g.
make a "rewind button" and use it as the trigger for "play"
Make another button and use it to trigger "pause."
