Auto hyperlink configuration via OCT or GPO

The Autoformat Replace Internet and Network paths with hyperlinks option
needs to be enabled by default in our environment. I have been all over the
OCT options and GPO admin templates for 2007 and I am not seeing this option
anywhere. All of the other settings from that page appear to be there.

Am I missing something obvious or is this functionality missing from the
administrative options?
