Auto-Publish Reports

I'm trying to redesign my town's website.

It would be very convenient if other people could log into
the website and run a script or something that would
allow them to upload meeting minutes or other reports
and have the new link automatically appear in the proper page.

Is this something that is available in Front Page?
If so could someone please tell me what the feature is
called and where I might find a How-To or other
instructions. BTW - I am not a programmer, but I
do know my way around a computer.

This is currently being done using a TAF file.
