I don't see a way to create a rule to send a bogus auto reply to a sender
with nausiating and constant emails. The choices seem to be to auto reply to
everybody or put the email in a junk file.

Why not just create a rule that deletes messages from that person or sends a
reply?

E-mail clients don't have the ability to properly mimic a non-delivery report.
Only servers can do that.
