Autoarchive all folders

When I select "Apply these settings to all folders now"
option in autoarchive, I keep getting this error message
that says "This operation is not supported until the
entire message is downloaded. Download the message and
try again".

OK, so what message needs downloading? I'm running
Outlook 2003 on Windows Server 2003...
