AutoArchive settings for new folder

Is there a way in Outlook 2002 to make newly created
folders default to the "Default Archive Settings" rather
than the "Do not archive items in this folder" setting?

Also, is there a way to set ALL folders to archive
according to the Default Archive Settings rather than
going in and changing each folder's properties
individually?
