Autoformatting of cells in csv files on opening.

I was hoping to make a setting such that when opening all CSV files, that any
date columns were auto formatted as dd/mm/yyyy hh:mm:ss

I did see a similar post a few days ago but it was not quite the same.

When you input a .csv (etc) file you need only describe the format
incomming, Excel will then hold the date.time in it's standard format
and display it as requested.

Ok looking at it another way, can I set excel to display CSV files as the raw
data, no formatting of cell contents. In essence, for CSV files I like to
open the file as if using a glorified text editor.

Rename them to .txt

then use Text to Columns from the Data menu.
