a 3rd party certificates to the GAL?

That would be a question for the Exchange or AD newsgroups.

Sorry I should have clarified that I was referring to Outlook 2003:s ability
to upload certs to the GAL. While the GAL is managed by Exchange and AD, I
believe this is more suited to Outlooks API`s and tools rather than the AD
or Exhages forums
