Automate rule creation in outlook

Anybody knows how to automate the rule creation process
in outlook using VBA instead of using the Rules wizard.

You can't. You would have to code the equivalent of the rule in an
ItemAdd handler on the Items collection of the Inbox. Rules are not
exposed to the Outlook object model.
