Automatic creation of Project site/plan via SQL event

Hello,

is there a way to automatically create a project site and plan from a
template by firing off a SQL event? Basically we want to link our CRM system
in such a way that when a particular stage gate is reached on an
opportunity, a project plan and site is automatically created so that we can
associate any documents and emails with that project.
