Automatic Follow Up at a Later Date?

Is it possible to have Outlook send an automatic follow up at a later
date?

example:

I currently have rules set up to send an auto-reply when sales leads
are received. I need to find a way to automatically send a follow up
survey 10 days after 1) the lead is received, OR 2) the auto-reply is
sent.

I can make the survey an .ost file.

Any help would be greatly appreciated!
