Automatic Incremental Decimal Numbering

Is there some formula that would allow for a decimal increment? I've been
using ROW and List formulas to no avail.

Also, could I work in conditional formatting into this?

For example, I create a topic header, called Technical Requirements, and I
have subcategories below it:

1.0 Technical Requirements
1.1.0 Data Loading Must do X
1.1.1 Data Loading Must do A on Thursday
1.2.0 Conflict Management Notify Adminstrator
1.3.0 Server Maintenance Must be really cool

2.0 Interface Requirements
2.1.0 Font

Any help, formulas, or clues would be much appreciated.
