Automatic OAB creation for new Outlook users?

Hi,

I've got a Windows 2003 Server running Terminal Services in Application
Server mode. Outlook 2000 is installed. The Outlook configuration is
currently setup to automatically fill in Exchange server and other details
for users the first time they launch Outlook, however it is not currently
generating an Outlook Address Book for them. I've added an OAB to the
default Outlook profile on the server, but still new users do not get an OAB
linked to their Contacts folder.

Can someone point me in the right direction to have the OAB automatically
created for each new user? Gotta be something simple I'm missing
(hopefully).
