Automatic re-routing from Exchange server to internet email address

We have an Exchange 5.5 infrastructure, with Outlook 2003 clients. We would
like to automatically reroute the mail from a particular user to an internet
account (e.g. reroute all mail to [email protected]). What I am looking for is
a server-based rule that will trigger when an email hits this particular
Exchange mailbox.

We wrote a rule that takes all of the mail when it arrives in the Inbox and
reroutes it to the desired address. Everything looks fine as far as the rule
is concerned (no error messages), but when we send an email to the account,
the rule does not run. The email appears in the inbox and is not forwarded.

I remember in the original version of Outlook, you could specify a
client-based rule or a server-based rule. It appears that Outlook 2003 does
not have that feature, but there is something that allows for the rule to
trigger on a particular machine (which leads me to believe that if that box
is not checked it will run on the server).

Any help would be appreciated.
